WHY is he still free?

Scott Brian Bigler has been unemployed by HIS OWN choice for the last year and a half. he has/had a part time job coaching soccer at estero high school for a few months. he has avoided paying his child support by living with friends and family members. his third child, who is 17, hasnt been living with him for three plus months. he has made him go to his friends houses to live. his daughter, 2nd child, who just turned 18 in November, already has a felony conviction against her, she is a known drug dealer, and is now a stripper. his 2nd wife or he likes to say "x-wife", Shannon I. Boyd-Bigler, are still legally married. she is living with a fiance somewhere in cape coral. her fiance is disabled and is receiving assistance from the state... so they are able to buy cigarettes, pills, and booze, and give money to Scott. WHY is he still free and able to do whatever he wants??? His ass needs to be arrested and put to work in jail, so he can pay what he ows!!!
